Job Summary

The Human Resources Officer is responsible for managing all HR functions within the construction company, including recruitment, workforce planning, employee relations, compliance with labor laws, payroll coordination, training, and site-based HR support. The role ensures effective manpower management for projects while maintaining legal and company HR standards.


Key Responsibilities

1. Recruitment & Manpower Planning

  • Plan and manage recruitment for site and office staff (engineers, supervisors, laborers, subcontract staff).

  • Coordinate mobilization and demobilization of workforce for construction projects.

  • Conduct interviews, background checks, and onboarding.

  • Maintain manpower records and headcount reports.

2. Employee Relations

  • Handle employee grievances, disciplinary actions, and conflict resolution.

  • Ensure fair implementation of company policies.

  • Maintain healthy relations between management, staff, and site workers.

3. HR Administration

  • Maintain employee files, contracts, IDs, and attendance records.

  • Manage leave, overtime, shift schedules, and site attendance systems.

  • Prepare HR reports (manpower, absenteeism, turnover).

4. Payroll & Compensation Support

  • Coordinate payroll processing with finance.

  • Verify attendance, overtime, and site allowances.

  • Manage benefits, bonuses, and final settlements.

5. Compliance & Labor Law

  • Ensure compliance with local labor laws and construction regulations.

  • Manage labor licenses, permits, and statutory requirements.

  • Handle inspections from labor departments and authorities.

6. Training & Development

  • Organize safety inductions and toolbox talks in coordination with HSE teams.

  • Identify training needs for technical and non-technical staff.

  • Maintain training and certification records.

7. Health, Safety & Welfare (HR Support Role)

  • Coordinate with HSE team on worker welfare and safety compliance.

  • Monitor accommodation, transportation, and site facilities.

  • Support incident reporting from an HR perspective.

8. Site HR Support

  • Visit project sites regularly to handle HR matters.

  • Support project managers with manpower issues.

  • Ensure HR policies are implemented at site level.


Qualifications & Skills

Education

  • Bachelor s degree in Human Resources, Business Administration, or related field.

Experience

  • 2 - 3  years of HR experience, preferably in construction, engineering, or contracting companies.
